The Wilmington neighborhood council, it appears, was given up for dead. Couldn’t find enough players to hold a meeting. What’s a neighborhood to do …when … actions speaking louder than words … it would seem no one in all of Wilmington gave a damn? Pull the plug? Go back to block clubs and homeowner associations? The folks in charge of empowerment say, ‘hold up a darn minute. This dog ain’t dead yet. Miracles DO happen.’ And, a call went out to LA’s Resuscitation Chief … Stephen Box, who else.
