Los Angeles Takes on Online Gaming as California Rethinks Digital Gambling Rules

GAMING - Los Angeles has become a focal point in California’s online gambling debate. Legal actions against social casino platforms put the spotlight on how digital games operate. Current dispute raises a question for the evolving gaming industry: when does an online entertainment experience cross the line into online gambling.

In September 2025, the Los Angeles City Attorney's Office announced a lawsuit against Stake.us. The complaint challenged its social-casino model and the way users participate in casino-style games. The Los Angeles City Attorney's Office alleged that the platform operates as an unlicensed gambling enterprise.

While this case brought attention to the legal distinction between social gaming and gambling, it remains to be seen how operators offering other games such as crash or roulette, will be legally treated.

California Moves to Address Online Sweepstakes

California enacted Assembly Bill 831 in 2025, with the law taking effect on January 1, 2026. The legislation addresses online sweepstakes and gambling simulators, restricting digital platforms that simulate gambling and award or connect participants with prizes of value, subject to specified exceptions.

The Assembly Bill 831 also reflects a wider effort to apply current gambling rules to business models that developed around online games, virtual currencies, and prize-based systems, such as Stake.us (not to be confused with Stake.com, the separate platform as seen on Igamingfuture).

However, it doesn’t mean that every online game or promotional competition is automatically illegal.

It appears that not all types of games will fall under the same legal category. At the moment, their treatment depends on how the games and platforms work, whether players risk something of value, and how prizes are awarded. The legislation includes exceptions for certain lawful gambling activities and qualifying promotional games.

California’s approach also shows why the industry’s terminology doesn’t help settle the legal questions. Describing a platform as a social casino or a game as entertainment doesn't determine if it complies with applicable laws.

Enforcement Becomes Part of the Story

During a California Senate budget subcommittee hearing on March 5, 2026, state officials discussed a proposal to provide the Department of Justice $1.1 million and three positions for investigating illegal online and app-based gambling, with focus mainly on sweepstakes casinos.

This hearing means there are more recent developments in California’s response to online gambling.

The funding was subsequently included in California's 2026–27 budget. This allocation provides the Department of Justice $1.1 million from the Unfair Competition Law Fund, with the goal to follow the passage of AB 831.

Why Game Design Is Part of the Debate

Current legal discussions also raise questions regarding how online games present uncertainty, rewards, and risk. Some games, such as online slots, loot boxes, and crash-style games use different mechanics, but each of them shows how design can shape the user experience.

Crash games, for example, typically feature a multiplier that increases during a round before an unpredictable crash ends it. Players must decide whether to cash out before that happens. The format creates a fast-paced experience built around anticipation, timing, and uncertainty.

Such mechanics make crash games more relevant to this discussion about risk perception. Still, they don’t establish that every game that uses similar mechanics or design features should have the same legal status.

As for policymakers, the main challenge is to separate entertainment features from activities that fall within legal definitions of gambling. At the same time, they are to analyze how consumers understand the risks related to the games they play. They are also responsible for enforcing current regulations with lawsuits against operators that violate them.

What Comes Next for California's Online Gaming Market?

California's evolving legal framework could influence how online gaming businesses design their products, describe their services, and structure rewards. The outcome of litigation and the implementation of new restrictions will help clarify the boundaries for different types of digital gaming.

As for consumers, current debate also highlights the importance of understanding how the online gambling platform works and whether rewards have real-world value. As the industry evolves further, California will remain one of the most important places to watch when it comes to regulating iGaming and consumer protection.
