Phyllis Daugherty is dedicated, works hard at it and knows what she’s talking about. In Today’s CityWatch, she takes on the in-one-door-and-out-the-other climate at the City’s Animal Services Department. We call it ‘Mismanagement on a Gerbil Wheel.’ Check Phyllis’ feature column out. Finally, when people are appointed to what LA calls ‘citizen commissions’ one has to wonder … do they speak for the ‘citizens’? Or, the mayor who appointed them? The question will be put to the test soon. The DWP Board gets into the too-costly Fig Plaza debate and Jack Humphreville wonders if anyone is speaking for the ratepayers in this political and administrative tussle.
