#  City Hall Handouts to Real estate Investors Promote ‘Equity’?

PLANNING WATCH-There is no shortage of wake-up calls that ought to motivate our elected and hired local officials to change their policies, especially regarding the worsening housing and climate crises.

- The once in a century COVID-19 flu epidemic is now going through its fourth surge, with breakthrough Delta variant infections appearing among the vaccinated, including in Los Angeles.
- The US military is finally exiting from Afghanistan, defeated by its [former ally, the Taliban](https://www.baltimoresun.com/bal-te.taliban13sep13-story.html). The cost of this failed war is [$2.26 trillion](https://watson.brown.edu/costsofwar/files/cow/imce/figures/2021/Human%20and%20Budgetary%20Costs%20of%20Afghan%20War%2C%202001-2021.pdf), enough to [cover the entire U.S. infrastructure deficit](https://infrastructurereportcard.org/resources/investment-gap-2020-2029/), including LA’s. Combined with the $3 trillion so far poured into the U.S. invasion and occupation of Iraq, this waste of financial resources and [loss of life](https://www.greenwichtime.com/news/article/The-cost-of-the-Afghanistan-war-in-lives-and-16309319.php) has been immense. These five trillion wasted dollars could have easily reversed the economic trends that have priced hundreds of thousands out of housing.

- The Black Lives Matter (BLM) marches in 2020 protesting police murders appeared in all 50 states. This mass movement may have been the [largest protest movement in US history](https://carrcenter.hks.harvard.edu/news/black-lives-matter-may-be-largest-movement-us-history), even though its long-term success to reduce police budgets, like the LAPD’s, is in flux.
- Climate change has already resulted in [massive tree die-offs](https://www.theguardian.com/environment/2021/mar/10/is-this-the-end-of-forests-as-weve-known-them), mega-droughts, unprecedented wildfires, [major extinctions,](https://leadforpollinators.org/the-sixth-great-mass-extinction/) and record heat waves, including in [California.](https://www.latimes.com/california/story/2021-07-11/record-breaking-temperatures-set-as-heat-wave-continues-across-california)

- In Los Angeles, despite additional housing programs, the number of homeless individuals and encampments is steadily increasing.

So far these epoch events have not nudged local officials, especially LA’s City Council and Mayor, to change any policies, especially those regarding the housing and climate crises. Furthermore, despite [City Hall’s promises](https://www.marketplace.org/2020/06/04/los-angeles-funding-police-department-protests/) to divert $150 million from the LAPD to social services, they increased the [police department's budget](https://www.latimes.com/california/story/2021-05-20/la-budget-parks-lapd-homelessness).

**Putting Lipstick on a Pig:** As explained in previous [Planning Watch columns](https://www.citywatchla.com/index.php/cw/los-angeles/22027-how-albert-einstein-guides-city-hall-s-approach-to-the-housing-crisis), City Hall’s approach to the housing crisis has been to double-down on the promotion of expensive apartments, even though [they make the housing crisis worse](https://www.lahsa.org/news?article=726-2020-greater-los-angeles-homeless-count-results). This blind spot is based on City Hall’s fallacious supply-side/trickle-down conviction that zoning deregulation miraculously reduces rents and [increases racial equity](https://planning.lacity.org/odocument/0062db2b-073b-4e96-8217-8b103ccde78b/Fair_Share_Report.pdf). Despite a total lack of supportive data, LA’s officials, except for one [exception](https://www.citywatchla.com/index.php/cw/los-angeles/22050-it-s-now-or-never), are fully committed to this transparent justification for gentrification, even though their own staff must dodge growing homeless encampments on their walk from Little Tokyo parking lots to City Hall offices.

Furthermore, there is still no back-pedaling for City Planning’s updates of LA’s Housing Element and Community Plans, all justified by the cringe-worthy claim that these up-zoning ordinances demonstrate City Hall’s commitment to racial equity. This is why LA’s New Normal so closely resembles its Old Normal. Putting it more bluntly, when you put lipstick on a pig, it is still a pig.

*Build, baby, build to create low-priced private sector housing.*

Luckily, City Hall’s *fauxgressives* won’t stumble on data that exposes their bogus equity claims because they refuse to monitor their own land use plans and implementing up-zoning ordinances. Just as fate did not determine these counter-productive housing policies, fate is also not responsible for City Hall’s tepid response to climate change, including rising CO2 levels, droughts, heat waves, die-offs, and [increased automobile use](https://www.kcrw.com/culture/shows/curious-coast/why-is-la-traffic-so-bad-and-is-it-getting-worse) resulting from their land use ordinances. In fact, policies that encourage the construction of pricey apartment buildings also cater to tenants who rely on private cars for mobility.

In this world, so devoted to real estate speculation, there is little time left for the low hanging fruit of climate change mitigation, much less the heavy lifting to adopt and monitor long-term climate change policies and programs. This explains why City Hall is so blasé about such obvious climate change responses as:

- Planting and care for [drought tolerant trees](http://www.californiagardens.com/Lists/Drought_Tolerant_Trees.htm) in LA’s under-planted private lots and public rights-of-ways. As all nearby cities demonstrate, this low-hanging fruit is easily within reach, yet City Hall dramatically underfunds its [Urban Forestry Division](https://www.streetsla.lacity.org/urban-forestry-division) and small non-profit, [City Plants](https://www.cityplants.org/our-team/). Within several years, *if properly cared for*, new trees could sequester atmospheric carbon, filter other pollutants from the air, and shade houses, yards, and sidewalks.
- Developing an integrated network of buffered bike lanes that could encourage the hundreds of thousands of bicycle riders who participate in [CicLAvia’s](https://www.ciclavia.org/) massive weekend bike rides to safety bike on LA’s streets.

- Encouraging the widescale solarization of Los Angeles homes and commercial buildings. With its [329 sunny days](https://www.nafsa.org/blog/329-days-sunshine-welcome-los-angeles) per year, LA should be a model for solar energy, not a laggard.

Beyond these responses to climate change, there is heavy lifting that should be immediately pursued. Like all California cities, Los Angeles has a General Plan, but most of its elements (i.e., chapters) are old, and there is no element that compiles the many existing climate change policies and programs. Likewise, there is no General Plan element that combines these existing policies with ones [that other cities have turned to](https://your.kingcounty.gov/dnrp/climate/documents/scap-2020-approved/2020-king-county-strategic-climate-action-plan.pdf) in their climate change plans.

Luckily, the California Governor’s Office of Planning and Research has prepared model General Plan elements for [Public Safety](https://www.opr.ca.gov/docs/OPR_C4_final.pdf), [Environmental Justice](https://opr.ca.gov/docs/20200706-GPG_Chapter_4_EJ.pdf), [Climate Change](https://opr.ca.gov/docs/OPR_C8_final.pdf), and [Equitable and Resilient Communities](https://opr.ca.gov/docs/OPR_C5_final.pdf). Cities, like Los Angeles, that need to quickly prepare, adopt, and monitor new General Plan climate change elements now have templates they can turn to. Combined with an existing Mayoral 2019 executive document, [pLAn](https://plan.lamayor.org/sites/default/files/pLAn_2019_final.pdf), the structure for this major undertaking is already visible. To be effective, though. these new General Plan elements must be [annually monitored](https://www.planning.lacity.org/cwd/framwk/chapters/02/02.htm) and regularly revised to reflect changing environmental conditions and the effectiveness of the LA’s own climate plans, policies, and programs.

The barriers to a genuine New Normal for the worsening housing and climate crises are political and self-imposed, which means they could be changed.
