This public infrastructure investment will be a major economic driver for Downtown Los Angeles. It will create more than 15,000 jobs, add $652 million in General Fund tax revenue over 30 years and draw in more than $150 million in additional visitor spending each year. **LOCATION AND DATES OF CLOSURE**
Pico Boulevard, between LA Live Way and Figueroa Street, in Downtown Los Angeles will be closed 24-hours/7 days a week from **Thursday December 4, 2025** to **March 31, 2028.** Typical working hours for the LACC Expansion and Modernization Project will be Monday-Friday from 7:00 am to 9:00 pm and Saturday 8:00 am to 6:00 pm. Additional work hours will be added as required/necessary.

In addition, there will be work taking place in the surrounding area on December 6 and 7, 2025 to restripe area streets for detour. This work area is Pico Boulevard, between Albany Street and Grand Avenue.

**WORK DURING CLOSURE**
Work in this area will include demolition, underground utilities, excavation, foundations and pile placement, structural steel erections, sidewalk and roadwork improvements, traffic controls, backfilling, asphalt paving, striping of roadways and intersections and landscaping.

**FUTURE OF PICO BOULEVARD**
This closure is necessary to construct above Pico Boulevard and connect the West Hall with the South Hall. Below are renderings that show what Pico will look like when the Project is complete.

The City’s Bureau of Engineering is leading this important update, and community input is vital to ensuring the plan reflects the needs and priorities of all Angelenos. The public can get involved by attending one of two upcoming engagement opportunities.

- Discover how to reduce flood risks and identify hazards
- See how the updated 2025 Floodplain Management Plan may affect their neighborhoods

Spanish-language interpretation will be provided at all events. Additional language assistance is available upon request with at least 72 hours’ notice.

**Public Review Period**

The Draft 2025 Floodplain Management Plan will be available for public review and comment from November 19, 2025 to December 19, 2025.

**WHAT:**
The 24th Street Theatre celebrates two decades of community, culture, and remembrance with its **20th Annual Día de los Muertos Block Party**, themed *“We the People / Nosotros La Gente.”*
This year’s celebration features **five-time Grammy® Award winners The Avila Brothers** as headliners, along with an unforgettable evening of music, dance, food, art, and family tradition.

Enjoy performances by **Pasitico Latin Band**, **Mariachi Calilajara**, **Aztec dancers Huitzilopochtli**, **ballet folklórico troupes Sol de Fuego** and **Flor de Mayo**, plus the dazzling **“Catrina Guapachosa”** on stilts (Ismael Ramírez Hurtado).
Special guest **Cecelia Bográn** of Univision will appear from 6–7 p.m.

Families can savor homemade tamales, shop local crafts, and build personal altars in a community graveyard. Kids can enjoy rides — including a **Ferris wheel and merry-go-round** — while the evening kicks off at **5:45 p.m.** with a colorful **procession** led by ceremonial dancers **Comparsa de Chinelos Amigos de Morelos**.
