THE BOTTOM LINE - California stands at a crossroads. Rising housing costs, homelessness, declining public trust in government, and growing concerns about public safety have created a sense that the California Dream once synonymous with opportunity is slipping out of reach for many families.

In a recent interview on The Bottom Line on CityWatch LA, I spoke with San Jose Mayor Matt Mahan, who has entered the race for Governor of California. Mahan’s campaign centers on a message of accountability, innovation, and restoring public confidence in government.

Mahan believes the moment calls for a new kind of leadership one focused not on political rhetoric but on measurable results.

**From Small‑Town Roots to Statewide Vision**

Mahan’s personal story begins far from Silicon Valley’s tech campuses. He grew up in a working‑class farming community on California’s Central Coast near Monterey.

“My parents worked hard just to make ends meet,” Mahan explained. “Education gave my sisters and me the opportunity to build careers and families. That was the California Dream.”

But today, he argues, that dream is increasingly difficult to achieve.

“The cost of living is punishing. Housing costs are through the roof. Energy costs are rising. And despite a 75 percent increase in state spending over the past six years, people don’t feel that government is delivering better results.”

Before entering public office, Mahan worked as a public-school teacher and later spent a decade in the technology sector as an entrepreneur focused on civic technology. Today, as mayor of San Jose the largest city in Northern California with more than one million residents he says his administration has focused on practical problem‑solving.

**Back to Basics Governance**

Mahan’s governing philosophy centers on what he calls “getting back to basics.”

“We should be focused on safe streets, clean neighborhoods, strong public schools, and effective services,” he said.

Under his leadership, San Jose has reported measurable improvements including reductions in homelessness, declining crime rates, increased housing development, and rising public trust in local government.

“We measure outcomes,” Mahan said. “If something isn’t working, we change it.”

Tackling Homelessness with Results

California has spent billions of dollars addressing homelessness, yet the crisis persists across many major cities.

Mahan argues the problem requires both urgency and realism.

“We need to rapidly expand shelter and treatment capacity,” he said. “Basic, dignified shelter not waiting years for the perfect solution.”

San Jose has built thousands of shelter beds using modular housing, repurposed motels, and other cost‑effective approaches. According to Mahan, more than 4,000 people have moved indoors through these efforts.

His statewide proposal includes a fair‑share framework requiring cities and counties to build or financially support shelter and treatment capacity.

Once adequate beds are available, enforcement must follow, he says.

“We shouldn’t criminalize homelessness,” Mahan explained. “But we cannot allow public spaces to become permanent encampments. Our responsibility is to connect people with shelter, treatment, and services.”

He also emphasizes prevention providing short‑term rental assistance and case management for individuals at risk of becoming homeless.

**Making California Affordable Again**

Another central issue for Mahan’s campaign is affordability for middle‑class families and small businesses.

California’s tax burden, regulatory complexity, and high cost of living have driven many residents and businesses to relocate to other states.

“We must demand that government deliver results before asking taxpayers for more,” Mahan said.

He argues that state spending has increased dramatically without producing equivalent improvements in public services.

“We shouldn’t fund failure. Programs must be evaluated based on performance.”

His agenda includes reducing bureaucratic barriers to starting businesses, streamlining housing approvals, improving government efficiency through technology, and focusing education spending on measurable outcomes.

**Fixing California’s Housing Crisis**

Housing production in California has lagged for decades, contributing to skyrocketing prices.

Mahan believes the biggest obstacle is not zoning alone but time and bureaucracy.

Lengthy permitting processes and environmental reviews can add years to development timelines, dramatically increasing costs.

He supports reforms to accelerate approvals, reduce excessive fees, encourage housing construction near transit, and expand the use of modular or factory‑built housing.

**Preparing California for Future Challenges**

California also faces major upcoming challenges from wildfire risks to preparing for global events such as the 2028 Olympic Games in Los Angeles.

Mahan emphasized the importance of preparation, coordination, and accountability.

Regarding wildfire recovery, he described the pace of rebuilding in impacted communities as unacceptably slow and called for a statewide recovery coordinator to accelerate rebuilding efforts.

He also advocates shifting more funding toward wildfire prevention through vegetation management and risk reduction.

**A Pragmatic Democrat**

When asked why voters should trust him to lead California, Mahan pointed to his record rather than promises.

“Look at the results,” he said, describing himself as a pragmatic, common‑sense Democrat focused on solving problems rather than engaging in ideological battles.

His goal, he says, is to restore the sense that California remains a place where hard work can lead to opportunity.

“The California Dream should be real for everyone,” Mahan said. “Our job as leaders is to make sure government delivers results that help people build better futures.”
